They really did a fine job to make the film look like coming straight out of comic panels but still keep the american action hero/detective style. The story reminds very much of manga/anime the like of “Bubblegum Crisis”.
Nemesis only has one major fault that is shared with all comic rip-offs: Live-action instead of animation feels ridiculous, no matter the visual efforts. Nevertheless there even are at least 3 Nemesis follow-ups.
