It seems the movie makers lost interest while making the movie as it starts boring you as the movie progresses and very cheap production values
This is a very good movie (the description is from a different movie). It’s about a taxi driver who’s girlfriend is kidnapped by the mob :) He drives around late 80’s L.A. Cool late 80’s L.A. climate. A lot of movie theatres are shown (playing Commando, Death Wish 4, Missing In Action 3 etc) and arcades. At one point he even drives with a transvestite :)
