You’re thinking of the 1990 movie, Albert Pyun’s “Captain America” cut came out on blu-ray in 2025 from Yippee Ki-Yay Mother Video, it’s also at the Internet Archive site.
Thank God, I’ve been looking for a download of this one, it’s getting harder to find on the web.
